Win98 Installation problem

Hi, I am installing win98 not SE in Pentium II 233MHZ pc. The problem is when I install the 98 it copies all the file and upon restart, the screen "windows 98 is starting for the first time" also appears but after that the installation says the system is updating and after that nothing works.
I tried to change the HDD, RAM and cleaned the Processor and it's fan. but no results.

I also tried to install ME OEM but the result is same as I get in the Win98 installation.

I even tried to install Win98SE but it's the same outcome.

What should I do.

System Configuration is
Pentium II 233mhz processor,
Dell Motherboard,
64mb of RAM

It would be of great help to me if I get the right answer...
