Which OS???
 

I've seen an image which is quite different from every other os i'm linking image could any one tell me about it(I got it when i googled for wine tools for linux)

It simply looks like a merger of vista and XP. Since the bottom left menu says PCLinux 3D, that would be a good place to start. There is a popular OS called PC Linux OS, which resembles this somewhat, though I haven't kept up with recent releases. The effects look like Beryl 3D, which is a proper rendering that can be added to most Linux Distros.
