USB Problems with Plug and play

My USB plug and play has stoped working, I have a Dell inspiron 8600 laptop. I use an external hard drive which does work when pluged in. The USB will find low powered items like a light. Would this be program related or an internal fault.

sounds like it could be a power failure on your usb, since it still detects some items
