Problem Connecting Wireless Router to Network!!!

I just bought a Belkin Wireless Networking Utility I have set it up successfully and I have connected to the web.

My problem is the Network connections themselves.
When I click the internet icon to access the web it says I am offline I uncheck the work offline tab and refresh and it still says I am offline.

In my internet connection options I have an application or icon for wireless connection and have tried to apply that connection so that I can be online but I have failed.

I have dial-up but only so much time may that be the issue?

Can anyone give me a site or step-by-step guide to help me correct this?
