Has anyone found the solution to the sudden appearance of this message which locks out the internet on an otherwise functioning computer?

Check your firewall settings and make sure your Internet browser is not being blocked.

This may do the trick:

Go to Start / Run / type in cmd / in the box paste netsh winsock reset press enter, and exit when it's finished...
