I have Vista on my Laptop and I wish to download Foxmail as my email site but the system won't allow me to download foaxmail.

Can you be more specific? You physically cannot download the .exe file from:
Foxmail Download - Softpedia
?
Or
are you having trouble setting it to your default client?
