You need one or the other, cd rom or floppy drive.

So without either of them, it will not happen and you are wasting your time till you get the drives installed...

actually in windows 98 you can use another computer to install the operating system then after installation swap the harddrives back and the MBR will self correct itself and set up for the laptop. This is only available to windows 98 operating system though!

But wombat has it best said to get a floppy or CD drive installed would be the best bet.

The OP will need a floppy / cd rom drive to install other software as well. It would be a right pain in the arse swapping hardrives every time you wanted to install something...

Yes it would but he asked how it could be done without such and so i told him that. If he has issues installing other software then I can't help him with that so much as he will just have to either replace or repair the optic drives that he is trying so hard not to use!

On a personal note....I have never in my life seen so many statements on installing operating systems on computers with no optical drives... or working optical drives. I have been working on computers for more years than most of these people have been alive and have computers as old with original optical drives still working...

Yes I know that they do go bad. Just seems to me to be a bit more than usuall here though!

It's a troller for sure, I pretty sure there's a couple more here as well.

That's why I reply in the negative at times, like in this thread...
