FILExt

I've have a problem with my pc I've lost short-cut to my window programs
when I try to open things it directs me to a web page thats telling me about FILExt . talks about registry key have been change and some other things. but I can even open things alot to see if setting are changed.
Can't download anything keeps coming up to go to web service or select from program list which anything try comes up that it can't run or find something.I even tryed to just reinstall xp but just set there and dose nothing.
