Creating Shortcuts from websites on desktop in Vista

How do I setup my Vista so that when I drag and drop the webpage from the address bar to my desktop it brings the icon with it. I have done it in XP and the icon of the website would paste on my desktop...Does Vista allow this? Is there a setting I'm forgeting?
