computer internet hack

Hi All, I am dealing with nuisance hackers. they hacked in during a major hack to the city government near me. They mess with my passwords, messaging, slow down my computer, interfere with gaming and popup odd messages, etc. I am using Norton 360 security suite and Spectrum security suite (worthless). I shut them out for a while with EDGE. Then with Spectrum. I switched to Norton and stopped them briefly with Norton secure Browser. When they broke in again, I went to Norton VPN. Now they have shut down the VPN. I went to services.msc and disabled Remote file sharing which stopped them for a few days. What next? Any suggestions would be appreciated.
