you can not write to a cdrom drive! CDrom drives are for reading only.

Noiw if you mean that you cannot write to a blank CD then it could be that you have lost the burning program. In order to write to a CD you must have the proper burning software installed.

If a drive is showing only a part of its capability then there is a strong possibility that the drive has gone bad. Time to get a new CD-writer!

Your cd-writer is made up of different components.

1)A reader that reads the CD
2) a writer that allows data to be written (burned) to CD in CD format
if it was a dvd combination then it would have also a:
DVD reader and a DVD writer as well as the #1 and 2. In which case if any part goes bad then it will need to be replaced.

You can see the reader part but cannot see the writer part although they are the same component shows that one is not working or may be dead.

If you have tried to uninstall the object in question and all it does is starts the reader section again then it is most probable that the writer part is dead and gone. The whole unit will need to be replaced.
