trouble boot up on new hard drive problem

I installed a new sata hard drive, and the computer will not boot up and load the factory software, is there a universal boot up cd available that will boot up and prompt me to insert the factory restore discs. I have a gateway 509 GE with a 200gb sata hd , motherboard is a intel 102007(augsbug) no cpu motherboard r0 . I can follow directions, but by no means a diagnostics type. I am looking to be able to pop a new HD in and install the bootup disk and then the factory restore discs. Of course the gateway phone support technician knows about as much as I do about computers, therefore I am stuck. HAYYYYYELLP
