If you are using IE7 (should be similar in older versions) follow these steps.

Click the Tools menu
Click Internet Options
Select the Content Tab
Under AutoComplete click Settings
Check the two boxes - Usernames and Passwords on Forms and -Prompt me to save Passwords

You may have to restart IE for it to take effect.
