This doesn't sound like it's booting to a CD.
Some manufactures buid in a recovery option that will read from a hidden partition and restore the computer from the hidden partition.
It sounds like the hard drive or operating system was replaced and the hidden partition not recreated.
Check the BIOS settings and see of there is an option to remove this boot windows/restore message.
