Default Does RPM on a harddrive really make a difference?

So, I was talking to my friend earlier, and he was telling me how RPM of a hard-drive noticeably makes your comp. faster. I was telling him, it probably wouldn't.

I always thought hey, 5200 or 7200 RPM, won't make much of a difference at all.

Has anyone noticed anything between the two?
