The only thing I can think that he meant by that is to enter the BIOS by pressing F2/F8/Del and changing the primary boot device to either the Floppy or CD-ROM depending on the medium of the recovery disc. That should allow you to boot from the recovery disc and restore your machine to the state it was when it left the manufacturer.
I would give him a ring and confirm this, but I strongly suspect this is what he meant - If not, feel free to enlighten me as I'm not sure what else you can do with regards to this by pressing F2 or F8 on startup.
