Indeed - VOIP wasn't really designed to cater for connections much slower than ISDN or even low-end Cable or DSL. It is possible to use some services on slower connections such as yours but the quality is generally poor and you won't find yourself being able to do much else with the line at the same time!
It's unfortunate as some areas are still limited to dialup, but that's just the way it is with technology I'm afraid.
