Yes, when installing the Netware, either on purpose or by accident, the startup mode switches to classic-mode, which has not user list, just simply a box to type in you user name and/or password.
I have this installed on my computer to work with my current network, since i am the only user of my computer, it is not a big deal to be missing a user list. Also there are many registry hacks to modify the look, options and text of the classic start panel
