i suggest you try these possible fixes:
**you need to be using a Windows account that has administrator privileges.


Format through Windows Computer Management

1. Click on Start, click Control Panel, click Administrative Tools, click Computer Management

2. Go to the "Disk Management" tool on the left side.

3. Right-click on the partition that corresponds to your usb flash drive.

4. Click Format, select FAT32 as the type of file system, and proceed with a quick format.

Format through HP's USB format tool

1. Download, install and run the HP usb format tool

2. Format to FAT32
