Default dektop.ini ????????

Hello All
I have a problem. I don't know when it started, but I have noticed that
in almost all of the folders that I open There is a "desktop.ini (Configuration
settings)". I delete it but after I restart the computer it reappears again.
I have no idea what this is or why its in all these files. I am running
windows 7.
Any help will be apriciated.
