It's hard to say if it is the battery or something within the laptop that is broken.

Does your laptop recognize that the battery is connected?
You should be able to check the battery's charge percentage from an icon in the system tray (bottom right) or from the control panel's power options.

If the computer recognizes the battery, the problem is more likely to be with the battery, but not guaranteed. If the computer does not recognize the battery, then we really haven't gained any information.

Some Dell laptop batteries have LEDs on them to show they are connected, yours wouldn't happen to be one of them would it?

If you can find someone with a similar laptop, the best way to test it would be to swap the batteries and see if your battery works in their laptop and theirs in yours. This should let you know what is not working.
