1) to be honest I really don't know this answer. I would assume that
no that it would not as all safe mode does is stops a lot of the eye candy (non essential components) and installed applications from loading at start up The core components run ok
I have been running windows 7 on a test machine for a few months and really like the system. There are still a couple of glitches that pop up from time to time. Overall it is fairly stable and fast.
