Default Windows Explorer Start Folder

How can I change the folder that Windows Explorer when Windows Explorer opens. The only explorer.exe I could find always goes to MyDocuments no matte what location I copy it to. Is there an .ini file or registry entry that can be changed so the startup folder can be customized?
