This is what samsung has to say about your problem.

Is it possible that you have a combo ata/pata mobo with a SATA controller but you are using the PATA/IEDE controller for your harddrive setup? This would indicate that your SCSI (SATA) controller has not had the drivers installed and thus your new DVD SATA drive would not be seen by windows and only by the BIOS set-up. If so then you must resort to your motherboard manufacturer for the drivers for the SATA controller...at the link posted above is other links to the different motherboard manufacturers and also the SCSI controller manufacturers sites for the proper drivers.
Once you have located the driver and downloaded it to your computer you need to follow the suggested instructions on how to install the driver without screwing up your windows installation!
