No one is saying that you can't boot from a USB flash drive.
You can not
Install XP on the usb drive and have it work without some major registry editing...You can make the flash drive bootable and try to boot an older xp installation or you can use the bootable flash drive to build a type of slipstreamed install device instead of using a floppy or cd.....but the problem with this is that most systems that allow to boot to a USB drive use SATA controllers and you can't install the drivers of the controller in using the F6 method through a USB device....thus it becomes a waste of effort!
