Downloading Avitar software and computer crashed

When I was downloading avitar software a notice came up and said I didnt have enough juice so I aborted the software download by un-installing it. Thats when my computer crashed and the blue Dos screen came up and said I am stuck in a loop.
Now when I try to re-boot it does eventually come up but each time I move my mouse the screen goes black and the blue screen comes up and said Windows has to shut down to avaid damage to my computer--HELP!
