Did you check the ide cable to make sure it is connected properly?
Another thing you could try is go to the Device Manager and see if it is listed in there, and if it has
+ next to it. If so, then uninstall the drivers for the device and reboot. Windows will pick up the cd drive and then install the drivers for it...
