Confused...Suggest soon

The domain server has no policies updated. And i have not even altered anything. If the domain policy was the case, the problem should show up in every computer the domain, ie 21 computers in my lab. They all were registered the same time and are in the same organizational unit. I am stuck.
The third computer that showed up this problem didn't fix itself. The problem still persists. It is three days the problem showed up.

I did the battery removing way too. I removed the CMOS battery for almost 5 minutes and replaced it to the motherboard. But no improvement in the performance.How can I help myself ? I mentioned earlier also it doesn't seem to be the password for the BIOS mode. Nothing displayed, just a message when i boot the CPU : Enter password to unlock the system.

What does the system locked up means?

I am thinking of formatting the CPU. Well, can it be a help?
