What's going on with my pc?

I'm running windows 98se. I was downloading a program when my screen went black. When it came back on Internet6 and Outlook express were uninstalled. I have tried to reinstall but the OLEAUT32.dll won't start. I also can't play online games or start anything that I download. Can someone please help?
